If you're trying for sex linked progeny using the Gold/silver plan. Then the rooster must be gold and the hens silver. Pullet chicks will be gold and rooster chicks silver.

Could a person create legbars by using welbar cock over brown leghorn hens? The cock is a first cross welsummer x barred hen?

Technically, the recipe for legbar uses some Plymouth Rock parentage. So legbars tend to be slightly stockier than a straight leghorn and they tend to lay off white eggs.

You can however get the barring gene anywhere and move it into a brown leghorn to create the legbar colour. It just may not quite match the standard. Getting it from a Welbar is easier than some other breeds as its already in a gold base, so you don't need to break the link between barring and silver.

When attempting to sex link using the female base of Plymouth Rocks, which may work better light or dark barred.

It doesn't matter. Just use whichever are the better line available to you.

He's fine! Just mate him to gold Welsummer hens. Then select the gold progeny with barring to be the parents of the next cross to welsummers.
