The best one you can afford. If you've got a hundred or two to spend, then a cheaply off ebay or a bellsouth foam one is ok. If you want something more reliable then look at the Rcom.

Rcom King Suro - I have 2 and would happily have another. (note - they say they have a 20 egg capacity, I can squeeze up to 30 in mine if I need/want to) They are well out of guarantee and the turning motors don't seem to have suffered over load.
Janoel (genuine ones - beware of copies - buy from Australian seller) are OK once you sort out the initial teething issues, if you are after a less expensive unit.
If you buy Janoel DON'T throw out the foam packaging - it is the insulator for the incubator.

seem good if you can get an non counterfeit one that has the 3 year guarantee I think with a 30 day this is a fake.

the king suro is a good reliable incubator but they are small and about $400.00

It's not for everyone but have you thought of building one? They can be very cheap to build and I've had good success from spending money where it matters. 68% hatch rate first time and 55% on my second go. (Humidity was too high on second attempt because I was experimenting trying to get a higher than 68% hatch.)

Also I'm not sure on efficiency for those who care. Mine used 25kw for 22 days and fits up to 36 eggs which is around $9 in Adelaide.
I'm curious what a commercial incubator of similar size uses in comparison.

I started with a cheap one - still air and manual turning - and although I have upgraded now to an Rcom, I had some good hatches out of it. If you know you are going to do lots of hatcheing then i'd say go as good as you can afford. But if you are unsure you can still get chickens out of a cheaper manual one. But you DO have to make sure it is in the 'right' spot in the house and you do have to give it more attention than something like an Rcom (which isn't quite set and forget, but you only need to top the water up every couple of days and it does the rest).
