In terms of efficiency of conversion of feed into chicken then cracked or ground grain is more efficient means of feeding chickens. Their digestive system is well designed to digest seeds, especially if cracked.

Sprouting uses up energy in the seed and increases the fibre content. So sprouts are actually less efficient means of feeding chickens. They do however very much enjoy eating the sprouts, so it is worth doing from that perspective.
