the collar feathers look pointy to me which suggests a cockerel.

That's what's getting me thinking cockerel too, they do look longer and more pointed than the other two pekins, and are glossier than the rest of the neck feathers. The saddle and wing feathers don't appear to be growing in though. Some have beetle green sheen, a couple have that rooster super shine but aren't pointed...? :hmmm:
This one is also not at all fond of being handled, and is always putting the other two in their place, chasing them off the food. The cuckoo and the buff are sweet as can be and will hop in my lap for a cuddle.

I am hating the thought of growing out another cockerel just so it can be put down. I keep telling myself to relax and enjoy, easier said than done!

Just thought I'd update for those who commented:

Henrietta is now named Henri, HE started crowing last weekend. The saddle feathers were only just coming in, but his neck feathers were obviously male. Still had a small comb and wattle.

We took him back to the breeder, she doesn't keep records so there was no telling his real age, he was just starting to change from cheeping to clucking so my guess would be 16 weeks.

That's 2 out of 6 chickens that we've had who have been slow maturing boys. Is this common occurrence?

You know I actually think she is a pullet I have had soem of my girls start scrapping with each other actually I had 6 hatch over the weekend and already day 2 they are picking one each other
