My mother found his leg to the side with all the other chickens picking on him we can't tell if its broken, splayed, or a slipped tendon. can anyone help identify the issue?

Hi Nova and welcome.
Unfortunately with broiler or meat chicks this often happens.
I doubt it has a broken leg but once a serious splay of the leg occurs the joints are dislocated.
They grow so big so quickly that their legs just cannot support them, tendons and bone not yet strong enough to give the support needed.
It may be the kindest thing to kill and dress it asap.
The broiler industry has developed these quick growing large birds to be killed and dressed from 6 to 9 weeks of age.
Most will not suffer the problem you have encountered but if some are kept to adulthood they have a short lifespan as the body mass and great size puts stress on the heart and in any situation of heat or other stress they do not survive.
I breed Malay game and encounter a similar leg problem with particularly large cockerels, but with them it occurs at a much older age and they have to have more room and exercise to develop a skeletal structure to support their size and weight.
