I'm not sure if they're kinda mean and awful to put on your rooster, but I've seen some videos of Velcro collars you can put around your rooster to stop it crowing. It still makes a little noise, but it kinda sounds dulled and like it has a throat blockage. You could see if your rooster could tolerate one? Or give the neighbours some ear plugs? Haha.

I have trialed the rooster collars, hoping they could be a solution. To be honest they were a dismal failure and should be banned from use by the RSPCA. Birds have air sacs as well as lungs. In order to significantly hamper or stop the crowing the collar has to be so tight that it is essentially choking the bird. It closes down all but the most essential functioning of the lungs, making the bird's respiratory function severely compromised. The people making and selling them are taking advantage of people's vulnerability and desperation. I would say their sale is akin to deception, fraud and sale under false pretenses. The collars are inhumane, unsuitable, harmful and they simply don't work. They should be forcibly withdrawn from the market immediately.

Or perhaps at the very least reported to the RSCPCA?
