I've been incubatint mine at the same temperature as for chickens which is 99F in my hovabator.

I did read somewhere today that it needs to be a couple of degrees lower for quails (97 -98F) but so far I've had good success with 100% hatching (out of everything that grows) so I don't plan to change temp for mine.

The biggest problem I find is the age of the eggs, after 1 week the viability seems to drop significantly. After 2 weeks approx 1/10 will grow. So the fresher the eggs the better.

37.3-37.5 degrees for quail eggs depending on the literature you are reading.
