A lot of legislation is essentially immoral and unethical. It is also easy to counter most quasi law (such as local government acts) with truer and more established legal precedent.
You have every right to keep ducks in your backyard because essentially it is not illegal to do so. Local government acts (their rules and regulations) are essentially unenforceable. (Believe me - they have tried with me and failed!)
For example, a local government officer may claim to have the right to enter your property to remove an alleged "nuisance" animal. But the right and law pertaining to no trespass trumps that asserted "right". (So, for example, a council officer would need a search warrant issued by a magistrate or judge of the courts in order to enter your property. No council is going to go to all that trouble and expense over a duck. And if they tried they would most likely be laughed out of court and told to go chase some real criminals.
